➢ Why We Hire:
We are looking for a new member of our company, who will be working as HR&GA Manager. In this position, you will need to collaborate with stakeholders such as Vice General Director, each Department Manager to support the business’ vision and strategy, and be required to accelerate HR activities such as hiring, training etc., to streamline daily operations such as evaluation, payroll, office operations etc., through industry experience and HR best practices.
Especially we are in the early stage right now, so that we would like to have the experienced manager
who has flexibility and quickness, also is able to consider HR and GA strategy by themselves.
➢ Position Details: Responsibilities includes, but are not limited to:
1.Human Resources (HR)
・Meet regularly with Vice General Director and each Department Manager to create needs assessment and business strategy with accompanying action plans.
・Establish HR practices, processes, and policies/regulations that are aligned with Rakuten’s Global Standard, including effective utilization of available resources and producing new content, by collaborating with HR team in Japan, Singapore and US.
・Build HR team by recruiting people who are necessary for the company and have responsibility of HR related operations, and manage them.
・Manage, coach, and develop direct reports.
・Report and respond timely to management.
・Maintain HRIS data, including management of employee changes, new hires, terminations, and payroll, make sure the amount of tax, insurance and salary for each employee.
・Enhance HRIS to streamline day-to-day HR related operations based on business needs.
・Partner with leadership in the effective implementation of performance reviews and compensation planning including promotion, merit, and bonus cycle based on Vietnam IT market analysis
・Create and lead company-wide trainings to support company’s growth and for employee’s retention ・Administer and interpret behavior assessments and facilitate applicable discussions
・Design, oversee and support full-cycle recruitment with the continuous cost savings: forecast hiring
needs, complete job descriptions, conduct and schedule interviews, complete background and reference checks, draft offer letters, etc.
・Oversee and support full-cycle performance evaluation: Conduct performance evaluation process including objective settings, summarize entire evaluation result, finalize it with stakeholders.
・Build and rollout exceptional onboarding program for all new hires
・Establish career pathing and succession plan for all team members
・Maintain employee data including personnel records, contracts, tax forms, and job descriptions ・Provide trusted thought leadership and HR/Employee Relations advice to all Stakeholders, ensuring a balanced approach is taken to resolve all HR issues
・Ensure compliance with local laws and industry regulations when advising department managers on legal implications of HR and business decisions
・Oversee all employee relations, performance management, investigations, and terminations (voluntary and involuntary) by creating and consistently following company processes and policies
・Work as contact point for whistleblowing system, any HR related issues(e.g. harassment) to support employees.
・Communicate with Vietnam government or Ho Chi Minh City for HR matters, responsible for social security matters.
・Visa application support
・Budget management from HR viewpoint ・Ensure daily operations if HR matters are working ・Responsible for HR related legal matter
2.General Administration (GA):
・Meet regularly with Vice General Director and each Department Manager to create needs assessment and business strategy with accompanying action plans
・Establish General Affairs practices, processes, and policies/regulations, including effective utilization of available resources and producing new content, by collaborating with GA team in Japan.
・Build GA team by recruiting people who are necessary for the company and have responsibility of GA related operations, and manage them.
・Manage, coach, and develop direct reports
・Report and respond timely to management.
・Negotiate the price and contact terms with suppliers, prepare office facilities such as name plate, business card etc.
・Budget management from GA viewpoint
・Ensure daily operations if GA matters are working
・Consider the office expansion plan and execute it in collaboration with HR team
・Work as contact point with real estate agency, find the office location, negotiate the terms and conditions, and make a contract with them.
・Respond to the requests from JP HQ’s back office team such as IT/Security audit.
・Contact point of compliance, security, public relations and IT etc. from Japan and Singapore.
・Plan and execute company events to motivate internal employees and attract people to apply for the
・Responsible for GA related legal matter
➢ Mandatory Qualifications:
・Bachelor’s degree, or equivalent work and life experience
・ 3 years or above of HRGA Experience (HR: Design and implement overall HR strategy, salary/evaluation system and training schemes, GA : overall GA related matters).
・Experience in IT or FinTech industry (Bank, Securities, Credit Card, Insurance etc.)
・Good communication skill in English
・Ability to take an action upon his/her own initiative (think, plan, proceed by him/herself)
・Ability to build and develop relationships with Japan, Singapore and US teams
・Organized and proactive
・Self-aware, and active in continuous professional self-development
・Goal setting and issue/problem solving skill
・Logical thinking, logical speaking skill
・Negotiation skill with people have conflicting interests
➢ Nice-to-have Qualifications:
・Communication skill in Japanese
・Basic knowledge of accounting and finance
・Experience of working in a startup company.
・Organization (Team, Group which have a certain number of members) management experience ・Experienced and comfortable working and collaborating in complex global organizations ・Proficient in MS Office products, having knowledge of IT
(Applicable for HR only)
・HRIS administration (especially “Workday”: Rakuten Internal System) ・Payroll administration
・Proven ability to coach & develop junior HR professionals
